Targeted Free Tuition: A Global Analysis

This joint publication between HEPI and HESA focuses on international higher education financing, discussing the concept of Targeted Free Tuition (TFT)–the idea that, while tuition fees backed by income-contingent loans can improve access, they still do not do enough to help students from the lowest-income households, who are typically the most debt averse. TFT assumes that these families should be partially or wholly exepted from fees.
