In 2021, by drawing on a comparison of operations at eight major institutions across Canada, HESA provided a detailed analysis of how different institutions both staff and maintain their international offices. The analysis examined the ratio of staff to international students, identified and compared office mandates, conducted a SWOT analysis, and made several concrete recommendations that were presented in order of priority and urgency.

The research relied both on desk research into international office directories and websites and on extensive interviews with international office administrators across the country. Participation was fostered through a collaborative exchange of information and ensuring that all compared institutions benefited from the analysis.
