Statistical Collections and Public Policy
In 2018, HESA completed a comprehensive review of the Manitoba College education system on behalf of Manitoba’s Ministry of Education and Training. The project examined all five of the province’s public colleges at a systemic and individual level. The review explored the relationship between the colleges and the government, while providing a framework for assessing financial management, program selection, and educational outcomes at the colleges.
The project included both a system-level report examining enrolment patterns, funding sources, alumni career outcomes, and student satisfaction. It also includes individual reports for each college considering institutional context and governance, program offerings, student retention and graduation, and institutional finances. Methodologically, the report drew on extensive stakeholder consultations, alumni surveys, analysis of strategic reports and institutional finances, enrollment data, and evaluation of comparable systems.
The review was driven by comprehensive research and stakeholder engagement with institutional and government officials and aimed towards providing recommendations to improve governance and programs at an individual and systemic level.
