On behalf of HRSDC (now ESDC), we conducted a study a study exploring options for a common Satisfactory Scholastic Standard (SSS) policy framework. The study’s primary objective was to produce options and recommendations for a single SSS policy that would be applicable to the ten provincial-territorial jurisdictions currently participating in the CSLP. In addition to this primary objective, HESA is attempting to gain a stronger understanding of how SSS policy is applied across jurisdictions; determining how other jurisdictions outside of Canada handle the issue of SSS; and, building a shared understanding on how to best develop a common framework that would work for each jurisdiction.
Methodologically, this project relied almost entirely on a series of open-ended, in-depth (90-120 minute) interviews with key informants from participating CSLP jurisdictions from across Canada. HESA has consulted with key contacts in each of the participating provincial-territorial jurisdictions to uncover any important aspects of SSS policy that was not identified during the environmental scan. These consultations have allowed HESA staff to gather comprehensive information on the various preferences, approaches, and operational constraints of each jurisdiction. Through these jurisdictional consultations, we have gained an understanding of how each jurisdiction’s operational system impacts the delivery of SSS, and developed a complete understanding of each jurisdiction’s views on SSS, as well as any factors that might affect the adoption of a new SSS policy.
