The Impact of Different Cost-Sharing Models on Effectiveness, Efficiency, and Equity in Higher Education

On behalf of the European Commission, HESA, in partnership with HIS-HF of Germany, conducted a large-scale, international study to assess the influence of cost-sharing, between students (i.e., tuition) and the tax payer, on higher education institutions (HEI) and their students. Using a case-study approach, the project analyzed the relationship between the degree of cost-sharing implemented in nine countries and participation patterns, and on the diversity, quality, and relevance of educational provision and system efficiency. This project tested four different hypotheses about the impact of different cost-sharing models. HESA staff developed the indicators for testing each hypothesis, together with their rationale and definitions, to ensure maximum comparability across countries.  Mr. Usher was co-lead for this project.
