Tanzanian Unit-Cost Survey: A Financial Survey of 24 Higher Education Institutions in Tanzania

HESA obtained full financial profiles of 24 Tanzanian universities and developed ranges of unit-cost estimates in five study clusters for use in the development of a new funding formula.

On behalf of the government of Tanzania, Ministry of Education and Vocational Training, HESA obtained full financial profiles of 24 Tanzanian universities and developed ranges of unit-cost estimates in five study clusters for use in the development of a new funding formula.  Mr. Usher managed a three-person team to examine cost-structures in Tanzanian higher education. Eleven public institutions (a near census) and 13 private institutions were included in the sample. The team had to define the concepts for different types of expenditures, design a survey instrument, visit each campus and collect data on expenditures in each institution. Once data was collected it was cleaned, entered into a database, and aggregated to permit analysis of unit-costs in five different subject clusters. The conceptual work regarding cost definitions, instrument design and analysis was the responsibility of Mr. Usher.
