Mr. Usher was the primary consultant to the Government of Saskatchewan on a public consultation on the development of the Expansion of Degree-Granting Status to non-university PSE providers in the province. This public consultation involved public engagement activities such as setting up a website, holding a one-day learning event (attended by over 80 stakeholders from across the province), soliciting written submissions from across the province, meeting individually with stakeholders across the province, and crafting a final report for the client.
